Tomorrow District 8 Election. By Geniusofdespair

Tomorrow I will be reporting from out in the field....a blow by blow of the Miami Dade district 8 election with the results posted as soon as they are available. The absentee and early voting results are about 7 to 7:30 pm.  The election day results are usually released about 9:30.

The Political Event of the Year in Miami-Dade: Expansion of SR 836 … by gimleteye

The blog TransitMiami highlights what is at stake in the September 4th rollout by MDX of the expansion plan for the most congested roadway in South Florida: SR 836. "Will Miamians allow MDX to realize its Southwest Highway Dream"? The timing is noteworthy, coming a week after the election for county commissioner in the affected South Dade district.

Eye On Miami has been following the 836 expansion project for many years. In our search bar, just type in "MDX" or "sprawl".

Years ago we concluded -- with no special skill set other than observation at land ownership patterns -- that highways are political events first and foremost. If you want to know the politics of sprawl, just follow the money train to the county commissioners who approve it.

On August 26, a few days from now, the most important election affecting taxpayers in Miami-Dade is the District 8 county commission seat.

Incumbent Lynda Bell is supported by every major developer, contractor, and material supplier with an interest in the 836 highway extension. What the politicians say is that the expansion will relieve traffic congestion. What we say, is that the expansion will liberate millions of dollars of speculative land investments by politically connected developers made during the housing boom -- money that has been dead in the water since the crash.

For the same reason Bell's supporters were enthusiastically behind the Marlins Stadium deal, they are even more directly impacted by the 836 extension. Their strategy: re-elect Bell then immediately roll out the 836 extension so it can become a focal point for the governor's race.

That's why, a week after the District 8 election MDX is hosting a rollout for the highway extension.

Why is the timing important? We already know that Gov. Rick Scott will approve anything so long as he's re-elected. His supporters from the Growth Machine will be anxious to call in their IOU's, ASAP. TransitMiami's concern that this "public rollout" is a pro-forma routine is well-founded.

The 836 issue is a harder one for Crist who, when he was governor, keenly felt the pressure from the same interests. He is the candidate boxed in by the 836 rollout in early September.

Now if Daniella Levine Cava wins on Tuesday and defeats the Lynda Bell / Sprawl / Growth Machine, things could get interesting. That would be a very big hiccup for the nomenklatura.

County Commission District 8: Who will vote? … by gimleteye

A lot of money has been spent in the quest to obtain the Miami Dade county commission seat once held by Katy Sorenson (who supports Daniella Levine Cava against the incumbent Lynda Bell), representing the South Dade district. We don't know how much, but certainly it has attracted the attention of special interests who would not like to see a socially responsible elected official on the county commission.

It is an interesting phenomenon, that special interests (defined as those who either do business with the county -- through clients, subsidiary businesses or indirectly -- or depend on regulations to conduct their business) would care so much about one county commission vote when they have a total of thirteen. The reasons are complex, including the fact that District 8 encompasses the one area of the county that has open space and farmland lusted by the purveyors of suburban sprawl.

In the twenty years I've been following Miami Dade County politics I've detected the same shift towards professionalism in the service of messaging and message framing. Lynda Bell found a single issue to attack Levine Cava: the Marlins Stadium deal that Levine Cava had nothing to do with and that she opposed, yet Bell hung her entire campaign on propagating that one lie.

Bell's strategy combines fear and anger along with the cynical conviction voters' attention spans are short as the movement of an eyeball.

It is hard to know who will vote in District 8 in next week's August election, but for her part Levine Cava has run a model campaign, and on election day all the hard work will prove out: all the people she talked to, friends and volunteers reached, the caring people of District 8, the single moms and independent voters will elect a new county commissioner; Daniella Levine Cava. Or will the lies and mudslinging that Bell spent a fortune to propagate, suppress the vote and keep citizens at home?

County Commissioner Lynda Bell, her campaign contributors and the Marlins Stadium deal … by gimleteye

For political cynicism, try topping county commissioner Lynda Bell's lie at the center of a struggling campaign. The number of undecideds in this race are a small fraction. Many are self-described "independent" voters. Bell benefits if independents don't vote. That is the same tactic Gov. Rick Scott is deploying. Scorched earth politics.

Daniella Levine Cava spent her entire career helping the hard-working people of Miami-Dade County. She was nowhere near the Marlins Stadium deal makers, the lobbyists and insiders who crowd Lynda Bell's campaign finance reports. That hasn't stopped Bell, though, from making lemonade from her own lemons.

Bell's lemons are campaign contributors who fed at the bitter public trough. If you want to know who lobbied for the Marlins deal, take a few moments to page through Lynda Bell's campaign reports.

For insiders who control the county commission, and dominate the thirteen member majority, any loss is a sign of weakness. They don't want Lynda Bell to lose.

Don't follow the lies. Follow the money.

BLAST FROM THE PAST--- May 6th
In 2000, Congress authorized the Comprehensive Everglades Restoration Plan to restore the Greater Everglades Ecosystem. Among the conditions placed on CERP by Congress, CERP implementation required the maintenance of then-current flood protection levels.

Since CERP was authorized, some agricultural interests, some development interests, and some elected officials have sought to misrepresent the authorization and claim that CERP is meant to provide enhanced flood protection. This is untrue. Yesterday, Miami Dade County Commissioner Lynda Bell actively participated in this misrepresentation by putting forth a resolution she claims was in support of full implementation of the C-111 CERP project and the Modified Waters Delivery Project (which is a foundation ecological restoration project that was meant to pre-date CERP). If her intention was truly to forward these critical CERP projects for ecological restoration, LYNDA BELL would not have included the language highlighted below:
RESOLUTION URGING THE SOUTH FLORIDA WATER MANAGEMENT DISTRICT AND U.S. ARMY CORPS OF ENGINEERS TO FULLY IMPLEMENT AND OPERATE THE MODIFIED WATER DELIVERIES PROJECT AND THE C-111 PROJECT TO END FLOOD IMPACTS TO AGRICULTURAL PROPERTIES IN SOUTHERN MIAMI-DADE COUNTY CAUSED BY WATER MANAGEMENT ACTIVITIES

Some things to keep in mind as you review the resolution and video…

1) This resolution did not go to a Board of County Commissioners committee and thereby avoided public hearing.

2) This resolution was on the 4-day rule portion of the agenda, meaning Commission Lynda Bell's colleagues did not get the required four days needed for adequate review. Any of the other Commissioners could have asked for a deferral for the simple reason they did not have enough time for review. Unfortunately, the other Commissioners are not fluent enough in CERP and did not recognize the bait and switch Commissioner Bell was pulling.

3) Commissioner Lynda Bell claimed she contacted environmental groups prior to putting this forward. Another lie. Only one group - the Everglades Foundation - acknowledges they were contacted, but their representative gave public comment earlier in the day that they could not support the project because it created false expectations of flood control. (see 1:48 min. on the webcast link for the comments by the Everglades Foundation.)

4) The only non-elected person that spoke on the item was MDC Agricultural Manager Charles LaPradd. No professional staff from DERM, nor anyone that could speak about the environmental issues, provided any testimony.

5) Commissioner Bell acknowledged right at the beginning of her comments that this was related to discussions she had with the Farm Bureau and some of the South Dade growers.

Ironically, as if a well-choreographed dance, south Dade resident James Humble was at the combined Water Resources Advisory Committee / South Florida Ecosystem Restoration Task Force meeting also asserting that south Dade is entitled to enhanced flood protection under CERP. This meeting was at the same time as the Commission meeting; one reason why the environmental groups were not present in Commission Chambers when Bell's item was heard.

If Commissioner Lynda Bell and the south Dade agricultural interests really want to advocate for full implementation of CERP, it's time for them to get real and start developing strategies to help them adapt to restoration - if adaptation is really even needed. It's more likely that full implementation of CERP is needed to protect ground water resources for their benefit and the benefit of the ecosystem.

County Commissioner Lynda Bell Dog Lover? Police Dogs Left to Frolic in Her Backyard? By Geniusofdespair

Two Sweetwater Police dogs hanging out in the shade of  K-9 Officer Jenna Mendez's (Lynda Bell's Daughter) trailer also in Lynda Bell's backyard. (Jenna also owns a fence company -- that does business in Sweetwater also registered at this address). It is illegal to have people living in a trailer in your yard, so I am told, but of course this is Homestead, so Lynda's daughter couldn't possibly be living there almost a year, something would have been done by code enforcement if she were Don't you think?  The Bloodhound Gunner was donated by the Jimmy Ryce Center for victims of predators. Gunner was missing for awhile but was later found. The other dog is Lana.

Captain Ignacio Menocal of Sweetwater said he found a bark collar inside Jenna Bell's vehicle, Aside from that the vehicle was clean and the dog was playful. You get extra pay to house the police dogs. (Jenna is now on light duty as she is pregnant.)

I spoke to a K-9 Officer from Aventura on February 12th who had her dog with her. She said all the dogs in Aventura's K-9 unit live with the officers inside their homes. They do not use shock collars and when I showed the officer the picture of how the dogs are kept at Lynda Bell's house she was pretty much shocked. She said "I guess every city does it their own way." I talked to a City of Miami K-9 officer on Feb. 16. He said his children are afraid of his dog so he keeps it outside his house like the Bell's do except without the folding chairs on the ground. I asked him if he uses a shock collar? "He said why would I use a shock collar? What would be the purpose? He said there is no reason." I told him that the Aventura police officer keeps hers in the house. He said his dog is vicious and trained to kill. He didn't appear to like his dog that much. He called him a killer dog. The Aventura officer really, really liked her dog, playing with him or her as we talked.


Note the overturned white water bucket. Note the water dish in the small black cage. Note the folding chairs. What for? Someone too lazy to clean up the dog's area?  One neighbor said the 2 Police dogs barked day and night but the shock collars helped. A neighbor said: "I do have pictures of Gunner locked in small cage (seen open here) that he is been put in frequently and in my opinion for way too long during the day. Not every day infrequently mind you. But still much too small of an enclosure." What is all that debris around the edge of the cages? Does anyone sweep over there?  I was told some police dogs are put in cages while they feed.

I spoke to Jenna Bell's Boss Captain Rolando Perez of the Sweetwater Police Department Feb. 18th. He said he talked to all the neighbors in the area and none had complaints about the police dogs kept at the Bell House except 1 (Maybe they are all afraid of retribution or intimidated by a Sweetwater officer in Homestead). Perez had no problem with the way the dogs were kept in the backyard. He said it was clear of feces. He said the small black cage was for feeding purposes only, disputing the neighbor's observations. Sweetwater's Police Department stands by its K9 Officer Jenna Mendez 100%. The Police Chief Jesus Menocal did a good job of covering the bases even providing both dogs with a vet visit - both were in good health. Funny aside, I told Captain Perez I spoke to Jesus Menocal (I said Hey-Sus. He said "I don't know him." I said he is your police chief. He said, oh, I didn't know his first name.

One of the neighbors said: "Gunner at many times is confined in cage barely suited for travel based on size. They are never with human companionship and after numerous complaints they applied SHOCK collars that accordingly are on HIGH. Sounds it as they wail. Dogs are at residence always. There is a male at home who has habit of screaming and kicking cage when someone finally gets upset at residence enough to address issue." Wasn't Mark Bell, Lynda Bell's husband, arrested for some kind of problem with his dog 1/20/77 - he was convicted and paid a fine. Curiously he doesn't remember what he did.

The neighbor told me recently that things have much improved over there at the Bell home. Maybe my ongoing investigation prompted some changes and improved human behavior.

There does not appear to be any policy from department to department in Miami Dade County on police dog care and I don't think these dogs are being abused (unless shock collars are abuse - I do not know) however Lynda Bell's yard is slovenly in my opinion. Captain Perez mentioned the folding chairs Feb. 18th and that is 4 months since the photos were taken. Clean up the area please and get rid of the damn folding chairs dog lover LYNDA BELL, they don't need to sit down!!

The Lynda Bell Feud. By Geniusofdespair


Elaine Navarre was a bit daffy but she was a driven woman. I spoke to her a few times. She claimed she financed her boyfriend, Harlin J. Collins, Action Plumbing to the tune of about $60,000. Action Plumbing employed Lynda Bell's husband who never had a plumbing license according to County officials. He was a helper. Apparently while she was with Collins, Navarre and Bell were friends. Elaine claimed the Action Plumbing truck was financed by herself. They (Harlin and Elaine) got a mortgage in 2008 on their home. (it was her house before she quit claimed deeded it to include Collins). It irked her to see the truck she claimed she paid for, always at the Bell owned, Redland hotel. She claimed Bell was on disability at the time.

Elaine is dead now, she died in November. I wish I had her file, it was overflowing. She told me Lynda Bell, who lived around the block, would pass in front of her house all the time even thought they had restraining orders in place. I went to a trial where Lynda Bell was seeking a restraining order from Navarre. Navarre, representing herself, made a mess of the case. She didn't know what she was doing and she soon raised the ire of the judge. After talking to Navarre, I think Lynda did harass her. There were lawsuits going back and forth between them. Lynda called code enforcement and reported Elaine for having two Gene Flinn signs on her lawn according to Elaine. I think they both participated in the feud. Read my August 31st 2012 post about her. Lynda Bell was seeking a protective order from Navarre.

From Court records against Harlin Collins, apparently she was being fleeced by someone. She made a quit claim deed to Harlin Collins of her home in 2006, during better times.
Elaine, 1/5/2010 was involved in a domestic violence suit with Mark Bell and a separate one with Harlan Collins. She was the petitioner. 1/8/2010 she was involved in a domestic violence suit with Lynda Bell, again she was the petitioner. Bell also filed one against Elaine. Elaine told me Lynda was evil and harassing her all the time. I don't know if that is true.

Elaine died fighting lawsuits. Such a sad way to die, seeking revenge. Anyone got the scoop? Maybe she wasn't so crazy after all, maybe she was a woman scorned. Harlin Collins is still an owner of the house and it looks like he will inherit it. There is more to this story but I don't know it. Navarre does have a criminal record and Collins was granted a protective order from her that was later vacated. Any friends of Elaine out there?

Who speaks for the public interest in Miami-Dade? Not Lynda Bell … by gimleteye

In the Miami Herald today, Michael Putney writes, "Who speaks for the public interest in Florida?" The same question implying an empty answer, pairs Gov. Rick Scott with embattled Miami-Dade county commissioner Lynda Bell.

Putney concludes, as any reasonable voter would do, that Gov. Scott is a charlatan for taking Big Sugar's money, when he said he wouldn't be "bought and paid for" during his first campaign like his opponent Bill McCullum. Then, he not only did but subsequently delivered exactly what Big Sugar wanted; a bargain basement deal to continue polluting the the Everglades at the cost to taxpayers.

"This is the same person who vowed to go to Tallahassee and change the culture", Putney concludes. "Looks like the culture changed him."

Actually, the culture did not change Rick Scott anymore than Lynda Bell: they are both exactly who they were. Politics is a game judged by insider deal-making.

Lynda Bell now tries to dismiss creating a chain-link fence ordinance she pushed through the county commission without telling her colleagues that her daughter was running a chain-link fence business. For sure, it is a lower order of insider dealing than Gov. Rick Scott.

Then, similar to Scott's pandering to special interests on the Everglades, one of Bell's first acts as county commissioner was to convene a "public meeting" designed to put even more pressure on the county environmental agency, DERM, charged with regulating the county's valuable wetlands.

Wetlands are to Miami-Dade's special interests like candy to children. The big developers who support Bell can't get enough of them. Bell's demagoguery against DERM caused the resignation of a career veteran, Carlos Espinosa, a top county regulator who had carefully toed the line for decades. Carlos Espinosa was a survivor but he couldn't survive Lynda Bell.

What Bell did to DERM is a junior version of Gov. Rick Scott's evisceration of environmental missions at the South Florida Water Management District.

This is exactly how it works in Florida today. Special interests ARE having a field day in Tallahassee, thanks to the politics of insider deal making that Rick Scott embraces. That's the Big Leagues. Down in Miami-Dade County; we're just the feeder. By masking her true nature with the appearance of being a true, caring public servant -- while doing the insider deal making behind voters' backs -- Lynda Bell is trying to prove what she is made of, to special interests.

Voters can and should show those special interests the door.

The Jim Defede interview: Daniella Levine Cava and Lynda Bell … by gimleteye

Jim Defede did a solid interview -- which may be the only face-to-face on TV -- between the two candidates for Miami-Dade county commission District 8; incumbent Lynda Bell and challenger Daniella Levine Cava. You can view the debate, here:


Lynda Bell has the political moves, down. The only sign of nerves; reflexively swallowing before calling Daniella Levine Cava a liar repeatedly. Lynda looks like she's channeling Sarah Palin and Michele Bachmann. Daniella, a first time candidate for public office, did well enough to register her key point: it is long past due, to restore public trust in government and that she has the background and credibility to do that.

That said, the time compression of the half hour format is debilitating. With an hour, it might be possible to penetrate the smooth talking points. Although Defede expertly handled the problem of time compression/ clarity, his task was clearly to keep things moving, checking one box after another on his script. As a practiced politician in front of a camera, Bell had an advantage: just call your challenger a liar repeatedly and maybe that's the point that will stick in voters' minds. For a newcomer, it is hard getting used to how to make one's points to the shallow convex lens of a TV camera.

Defede was correct: Lynda Bell is in a battle for her political life. In terms of knowing how to make a point to a TV camera, it is interesting that the politician Bell most resembles is former county commissioner Natacha Seijas, who has taken Levine Cava's side of this contest. Like this blog, Defede's program was watched most closely by the handicappers.

Right now this race is about the ground game; absentee voters and getting-out-the-vote. Less than three weeks to go …

Lynda Bell: Campaign Contributions and Expenses July. Geniusofdespair

The stupid elections department changed their website contributions are mixes with expenses. So far Lynda Bell has  collected $584,194 and Daniella Levine Cava has collected $397,643. Lynda has collected big checks from rock miners and Developers like Ed Easton (owns about 900 acres on the wrong side of the UDB) from 1,210 donors. Daniella Levine Cava collected smaller donations from mostly individuals: 2,435 donors....twice as many as Bell.
