Mark Sell has written a fine column in the Biscayne Times about the two great upsets in the most recent Miami Dade Elections: The ouster of Dorrin Rolle and the loss of the Stintson pick for school board, Ronda Vangates. Sell said:

Monestime’s campaign manager, Willis Howard, credits economic frustration as the decisive issue. “People are hit with high unemployment and rising crime,” he says. “They knew about JESCA. Most folks already knew the negative stuff about Rolle. We didn’t have to tell them. To add insult to injury, he voted to raise taxes by 14 percent while people are hit hard by rising foreclosures and rents. They just couldn’t take it anymore.”

Jean Monestime: Not the right kind of black for some folks? By Geniusofdespair

I remember when Jimmy Morales, who was half Puerto Rican, was not Cuban enough for some folks when he ran for Mayor. Well that purity issue is raising its ugly head in Miami Dade County Commission District 2. Here is a facebook exchange where one woman is voting for Dorrin Rolle for one reason: Because he is black. Apparently Rolle is the right kind of black, because his opponent, Jean Monestine is also black, Haitian American.

What can you do when someone obviously hates Rolle and will still vote for him because he is black?

Stinks doesn't it? And to think someone would broadcast this on the internet, it is a sorry state of affairs. I apologize to you Mr. Monestime for this exchange. You deserve more. And, to the woman whose site this was on T.S., you disappoint me. I did volunteer work with you for the NAACP years ago. Ironically we were helping Haitians. The purpose of our work was to improve the NAACP relationship with Haitians, do you remember? I thought you were smarter and of better character, but I guess I was wrong, maybe Martin Luther King will remind you what is important:

Rolle's character sucks and both these women know it, so they suck too.

Yes the broadcaster has some repetition in the video which grates -- but once past that annoying part -- be patient -- the video is worth viewing. Martinez, Sorenson and Gimenez come off sounding good, with spot on questions/comments. Burgess, Moss, Jordan and of course, Dorrin Rolle sound like idiots to us Monday morning quarterbacks. District 2's Hall of Shame, Shame and More Shame On You! By Geniusofdespair

The Miami Herald said yesterday in it's endorsement of Jean Monestime that: "Incumbent Dorrin Rolle, who has been sanctioned by the Miami-Dade County Ethics Commission for misusing his sway at County Hall to advocate for the social service agency that once paid his salary, has served taxpayers poorly. He left the James E. Scott Community Association shortly before it went bust in 2008. Mr. Rolle remains a favorite of lobbyists, though."

The proof of that last sentence is in the pudding, Rolle has raised over $319,000.

Dorrin Rolle's Campaign Report. By Geniusofdespair

County Commissioner Dorrin Rolle has the usual suspects giving to the tune of $290,735 - he raised almost $20,000 since August 20th. More interesting are his expenses. First he bought a generator for $500. Who buys a generator for a campaign? He paid FP&L almost $900, so he is paying for electric. I asked a friend who works on campaigns, and he said he never heard of anyone buying a generator for a campaign. Rolle also spent $1,251.04 on CD cases. Please someone get me a copy of the CD he put in them. Probably it is some off-the-wall "Ya Done Good" takeoff. Seriously, I need the CD if you happen upon it. He paid someone named Damon Rolle $12,000 to manage the campaign office. Dorrin spent $534 on food August 6th. Hmmm. I know he is a big guy but that is a lot of food. He did lump the food in with office expenses. Now we know why the county budget is so hard to figure out, Rolle has his hands in it and his accounting practices suck.

Rolle's opponent, Jean Monestime raised a modest $12,590 during the same period. His total collected is $50,095. He is more frugal on the food, he spent $150 on what he called a "banquet."

The Ricker Report notes the ringleader of the county commission, Natacha Seijas (VNS) last week made a political endorsement of Dorrin Rolle from the dais. "Commissioner Dorrin Rolle got a campaign boost during a county awards ceremony Thursday morning before the regular commission meeting began." The Ricker report suggests that the moment was orchestrated for political effect: "he (Rolle) noticed that they were both wearing pink guayaberas and he “looked Cuban” to her. She then said all the Cuban voters in his commission district should vote for Rolle in the Nov. 2 general election and the political campaign comments were run on the county television station."

It sounds like a move, just like Seijas and Terry Murphy, her chief of staff, would delight in. Hey, let's play Schwarzenegger and Danny DeVito in "Twins". First of all, Rolle -- from an African American district-- is utterly compliant with big votes that Seijas corrals as enforcer on the dais. As we have written about at length on EOM, a politically enforceable alliance with African American members of the county commission is a key feature of immoveable politics in Miami organized around zoning changes and permitting of suburban sprawl far from African American districts.

"Rolle is in a runoff race with Jean Monestime for commission District 2 and it is the closest race the long serving commissioner has had since being appointed to the body by Gov. Lawton Chiles after his predecessor on the dais, James Burke eventually went to federal prison for accepting bribes." Ricker does not mention the catastrophe Rolle inflicted on his district through his mismanagement and misappropriation of JESCA funding, a non-profit from which he took hundreds of thousands in compensation and ended up driving into the ground.

Seijas did political campaigning from the dais in violation of the law. That she did so shows that she is not only willing to poke at the toothless law enforcement tiger in Miami-Dade, but that she is aware any publicity-- that would result in no more than a slap on the wrist-- would accrue to both her and Rolle's advantage. Remember: in the attempt by activists to recall Seijas in 2008, Hialeah police were used to threaten and intimidate petition collectors, using false arrest to make their points. (Read our archive, under "Seijas") State law enforcement and Miami-Dade police were nowhere. At this point, any law enforcement action against Seijas would be fodder for Spanish language media demagogue that she was only helping black people.

Ricker notes, "political campaigning cannot be done in the commission chambers, or any public building", but it was done. It was done to reinforce that there is no room for uppity challengers to incumbents whose campaigns are financed by builders, the Engineering Cartel, and the Growth Machine. The smirking chimps know that if the Herald picks up the story-- of Cuban Americans allying with poor African Americans-- it hurts Rolle's challenger, Monestime. It is too much to hope that law enforcement will ever tackle political corruption in Miami-Dade. This fact leads one to speculate that in key respects Miami is not so different from Havana; just more efficient.

Natacha Seijas Endorses Dorrin Rolle in Commission Chambers. By Geniusofdespair

According to Dan Ricker's Watchdog Report:

Commissioner Natacha Seijas made a political endorsement of Rolle. She noticed that they were both wearing pink guayaberas and he “looked Cuban” to her. She then said all the Cuban voters in his commission district should vote for Rolle in the Nov. 2 general election

Ricker said, the political campaign comments were run illegally on the county television station.

This really stinks. If the Vile Natacha Seijas endorsement wasn't so bad for him, I would report her to the ethics commission. A nod from her will hurt him more than help.

Will Rolle Win Only to be Removed from Office? By Geniusofdespair

The Miami Herald reported on County Commissioner Dorrin Rolle 8/11:

"During his 16 years at JESCA's helm, federal and county funding was squandered...Retirement contributions were diverted."

You know the County hardly cares when our tax dollars are squandered but Rolle also squandered FEDERAL money. The Feds care a bit more than our loose-goose County. And, worse than the squandered money, JESCA diverted retirement contributions. That is pretty much illegal isn't it? The Herald calls these "ethical questions" exactly when does it cross the line into criminal Miami Herald? If any of you diverted your employee's retirement contributions, you would be arrested in an instant. Lawyers out there??

I wonder if you can use campaign money for legal defense? Do us a favor District 2, don't vote for Dorrin. Mack Samuel and Jean Monestime are good alternative candidates.

All you novice campaign report analysts picking apart the District 8 contributions, there is more to it. Here is a tip: look for the multiples and look at addresses. Below is what I consider a campaign contribution that bothers the hell out of me because we all know the limit is $500. I found this on County Commissioner Dorrin Rolle's report:


Why does it bother me? Coincidentally, the county gave Michael Adler's company, AA Acquisitions, a 240-acre, 70-year lease at Opa-locka airport. He appears thankful to Dorrin Rolle. Below is another thankful group, Dorrin Delano Rolle is now up to $226,610 because so many people are thankful and want to support him. This one also bothers me big-time and I think you all can figure out why:



This is the kind of stuff that should alarm you. Not just a $500 donation from a nasty person.

Joe Celestin just keeps on running. By Geniusofdespair

Bonefish Partners is seeking to foreclose on a $400,000 mortgage they gave to Joe Celestin (aka Josaphat Celestin, aka Josephat Celestin). Joe was the Mayor of North Miami at one time. Bonefish is a Corporation owned by Michael Swerdlow who also was doing the joint venture Biscayne Landing in North Miami -- during the time Joe Celestin was Mayor. The mortgage came after Joe left office but it sure smells fishy to me, especially since Joe had all sorts of financial trouble at the time and there didn't appear to be any real collateral for the $400,000 loan, just a piece of property in a crappy neighborhood.

Celestin also has about $30,000 in federal tax liens according to County records and he appears to be about 3 years behind on his property taxes. He always struck me as a flim-flam man, he was investigated by the State Attorney's Office. The investigation was closed with a warning letter to clean up his act.

Why am I talking about Joe Celestin? He is running for a Miami Dade County Commission seat in District 2. Yes, there actually might be someone just as bad as Dorrin Rolle. It is really hard to believe. And he is Republican to boot! There are other candidates for this seat, some very good ones. Stay away from Joe voters in District 2...and Dorrin too.

Ho Hum...Another Ethics Complaint Against Commissioner Dorrin Rolle. By Geniuofdespair

These Ethics Complaints land like feathers on a pile of shit, even when people are guilty. The Miami Herald said today:

Rolle allegedly broke county ethics rules when he met with county officials -- including County Manager George Burgess -- and pressed for public funding of a senior center that JESCA planned to run. And:

Under the new complaint filed by the Miami-Dade Commission on Ethics and Public Trust, Rolle is charged with four counts of violating the county's ethics ordinance. Fines could reach $1,750. Finally: The Inspector General Michael Murawski said: "You would think he (County Manager Burgess) would say, `Maybe I shouldn't talk with you about this, maybe we shouldn't be having this conversation,' But a lot of these guys don't have enough backbone to stand up to a commissioner."

DORRIN ROLLE: The Leadership Vacuum in District 2! By Geniusofdespair

Dorrin Rolle, running for reelection, does not deserve an additional four years to prove himself worthy of his catch phrase, “Ya done good” when all he has actually "done good" is make broken promises.

He was appointed commissioner by Gov. Lawton Chiles who chose Rolle because of his life-long roots in Liberty City and his role as CEO of the 85 year old social service agency, JESCA. Chiles choice then looks like a mistake now. Dorrin Rolle has proven to be an utter disappointment to both the neighborhood in which he was raised and to the agency that thrived for almost a century. JESCA nearly collapsed under his mismanagement and was forced into bankruptcy.

In 2006, The Miami Herald's House of Lies series reported the Scott-Carver homes were demolished and families displaced on promises that never materialized. Unscrupulous affordable housing developers raped the system under Commissioner Rolle's watch. A good portion of the district that was once a poor but functional community became a ghost town, weeds grew where children once played. A mere three blocks west of the former Scott-Carver Home Projects is a large empty parcel of land that an out-of-town developer promised to develop into a multimillion dollar project employing thousands. Today, the lot in Rolle's district is still empty and Liberty City has piles of dirt and gravel with no sign of the buildings and jobs.

Miami-Dade County District two remains a poor community DESPITE NEARLY ONE BILLION DOLLARS of federal, state and local funds that have been squandered in the district since the inception of single member districts. (Hit read more)

Miami Dade County District Two has approximately 102,000 residents. Its principal cities are North Miami and North Miami Beach as well as the communities of Liberty City and Biscayne Gardens. District two is a residential district with a small industrial sector on its western edge and commercial outlets and properties scattered throughout. Most of the residents are good hard working people, many church-going, all trying to make ends meet. According to the 2000 US Census, of the 13 County Commission districts, district two has the second highest unemployment rates; the second lowest average household income; the second lowest high school graduate percentage and the second lowest rate of home ownership.

Although there are many socio-economic factors that are systemic and difficult to address in District 2, more than anything else, the people of the district should hold the current political leadership responsible for the sad state of affairs and the catastrophic losses the good people of the district have suffered.

Dorrin Rolle has $154,500 in his campaign account. By Geniusofdespair

No one seems bothered by Rolle's checkered past when it comes to giving. $500 Donations: Brian May, The Wren Group, Robert Holland, Michael Radell, Bercow, The Curtis Group, Weiss Serota, Al Maloof, Herman Echevarria, David Wolpin, Michael Larkin, Shoma Alliance Mgmt., Port interests, Dade County PBA, Joseph G. Goldstein, just to name a few. Adler Group intrests/Adler address gave $5,000 and Ron Book and wife gave a few donations. A guy named Villalon is on there -- last name from my Rubio Post Sunday. E2 STRATEGIC RESEARCH & LOGOSTICS, L.L.C. is working on his campaign. Eric McAndrew and Edgar Duarte are Managers of that firm. Is that the same Edgar Duarte that was Rolle's aide? Also is Eric McAndrew the same one that was Chief Legislative Analyst for the Board of County Commissioners?

JESCA: Better Known as Rolle's Non-Profit. By Geniusofdespair

County Commissioner Dorrin Rolle stepped down from the non-profit, JESCA, in 2008 leaving it in financial shambles, all the while collecting a salary of almost $200,000 per year. JESCA filed for bankruptcy in August of 2009. In May 2008, JESCA was advertising for a new CEO:

"JESCA is seeking a leader of unquestioned operational excellence and strong financial acumen as President and CEO. The ideal candidate will have experience working closely with a board, staff, associates and other constituents to achieve ambitious goals in a fiscally responsible manner."
Don't know if the job is still open. We must not forget the 2009 Inspector General Audit of JESCA (results summary are in the two graphics) covering a time when Rolle was still the CEO. We need Rolle booted off the Public Health Trust Board and the Board of County Commissioners. This guy should be banned from all Boards except ironing boards.

Expect him to get a slap on the wrist from the Ethics Commission on his latest shenanigans.

Commissioner Rolle taken over the coals today in Miami Herald. By Geniusofdespair

County Commissioner Dorrin Delano Rolle is accused of ethics violation in the Miami Herald today. The article basically says that Rolle formed a corporation that didn't go anywhere with 2 people (Coats and Bradley) lobbying the county commission. He has since voted on issues that these men lobbied on and that is the basis of the ethics complaint. He should have recused himself.

I am sorry, I just don't see the difference with this case and what Commissioner Barbara Jordan did. She voted on many items that her sister, YES SISTER, Sandy Walker lobbied on (hit read more to see a list of her sister's lobbying history). For example, Jordan never recused herself from the crucial Lowe's vote to move the UDB line, even though her sister lobbied for them.

I just don't see how what Rolle did is any worse than what Jordan did. And, this whole thing is about a 'lucrative' shrink-wrap MIA contract, who shrink wrap's luggage anymore? The one company with Coats as a lobbyist, Sinapsis, also has Armando Gutierrez. In a side note, Jose Riesco is their registering agent. BTW Sinapsis, Susan Fried as a lobbyist? She has such a sour disposition, how could she influence anyone? Secure Wrap has lobbyists such as Miguel Diaz de la Portilla, Dusty Melton, Sylvester Lukis and Ramon Rasco. Secure Wrap, you will remember, was also named in Lobbyist's Miguel De Grandy reprimand by the Florida Supreme Court that I reported on January 7th. Little Opposition in County Commission Races. By Geniusofdespair

There are two races for County Commission with no opposition, Sally Heyman's and Rebeca Sosa's seats. That is more than pathetic. I guess everyone is figuring what is the point, you can't unseat these fat cats in the County Commission. But hey, if you are in their district, register just to annoy them for a month or two. You will force them to open campaign accounts and that means the lobbyist will have to fund-raise.

The Pepe Diaz opponent, Heather Pernas, didn't even bother calling back, not a very serious candidate if you ask me. I think she just stuck her name in there for the hell of it. Good idea Heather! I think Mimi Planas is a real honest-to-goodness candidate, let's hope she wins. Dorrin Delano Rolle has 3 opponents for his seat. Florence "Flomo" Moss never called me back, so scratch her. Celestin is horrible. Then there is Jean Monestime. Don't know much about him except that he served on the North Miami Council and ran for Mayor of North Miami but lost. The most interesting race is the Sorenson Seat, District 8 with 6 candidates.

Dorrin Rolle: The Kiss of Death for Financial Health. By Geniusofdespair

County Commissioner Dorrin Rolle for years was the president and CEO of JESCA (The James E. Scott Community Association) making $190,000 a year (see first graphic). He stepped down not long ago under fire. JESCA filed for bankruptcy 8/05/2009 (second graphic).

County Commissioner Dorrin Rolle is ALSO a Board member of the Public Health Trust, overseeing Jackson, which is now in financial melt-down mode.

I already wrote about the futility of the County Commission replacing Jackson's Board with yet another Board but the idea won't die. There are 3 proposals to replace the current Board at Jackson with a new Board that will be considered today at the County Commission. In a bizarre twist Dorrin Rolle will be voting to replace himself (for incompetence) since he is on the existing Board. I don't even trust him to do that. It is painfully clear that he is inept at management decisions. Hasn't he done enough damage? Personally, I don't want him voting on anything.

Here is my advice: If you want a good Board: Don't let the County Commission have a vote on the members. All 3 proposals in consideration today have the County Commission appointing some of the members of the NEW Board (the best proposal of the 3 has them them appointing the least).

It is bad enough that Dorrin Rolle has a hand in a $7.4 billion dollar county budget when he can't even get a handle on 2 non-profit, one of which was paying him almost $200,000 a year that it clearly couldn't afford.

County Commissioner Rolle's Campaign Report. By Geniusofespair

Dorrin Delano Rolle (poor FDR must be making a half turn in his grave) has a meager campaign report so far at $13,250. It is still early in the campaign but his report is still quite revealing.

He got $500 from a Political Action Committee in Omaha Nebraska. A consultant in Atlanta gave him $500 and he got $500 from the Prison Health Services in Brentwood Tennessee. There were donations from Orlando, Weston, Winter Park, Doral, Clearwater. Miramar and Sunny Isles Beach.

Out of the 21 donations he received there was only ONE from his district and it was a $3,500 loan that Dorrin Delano made to himself. Does Rolle have his district's support? No one has put their money on him yet.
