Jennifer Glazer Moon and others in budget suspended by Mayor. By Geniusofdespair

The State rejected the budget on the grounds that the initial advertisement was erroneous. Must be voted on again. Mayor Gimenez appears to be very angry.

Lynda Bell used her vote on the budget against libraries and unions. Daniella can now step in and fight for full library funding and against police department cuts. This is test # 1 for Daniella. Hopefully she doesn't disappoint.

Maybe I am being cynical but Mayor Gimenez has displayed a boundless desire to screw county employees.

There is no way this was an accident.

The mild penalties for Ms. Moon et al. speak for themselves.

Though not a fan of Jennifer Moon I am appalled at the actions of our mayor. Only an egomaniac would force an employee to pay $12k out of pocket for an unintended mistake. You have already suspended and publicly humiliated her moron, swallow the cost of new advertisement and move on.

Daniela Cava needs to show courage and fiscal discipline. Someone needs to vote to reduce employee pay and benefits. Taxes are going up much too fast.

The person responsible for this incompetent screw-up, Jennifer Glazer-Moon, made $208,134.83 last year. She has not gone though a competitive recruitment since she arrived at the county as a management trainee/intern 20 years ago. She was the mentee/lackey/pet of disgraced ex-county manager George Burgess who placed her in several positions without the inconvenience of a job posting or an interview. (After all, that's the way George and crony queen Alina Hudak got ahead, too!)

Despite not having a degree in finance or accounting (her bachelor's degree is in English) or any significant management experience, the arrogant, elitist Burgess still named Glazer-Moon as his "director designate" of the budget department to the shock and dismay of hundreds of more qualified employees.

Glazer-Moon's husband, Christopher Moon, is a PBA member and sergeant with the county police department who made $120,536.82 last year. (Pardon me while I puke.)

So don't worry about them. With their combined income of $328,671.65 taken from the taxpayer's trough, they will not have any trouble paying their $12k advertising bill.

Gimenez deserves all of the ridicule he will now receive for this colossal mistake. He should have cleaned house in the months after he was elected in 2011. Instead, he kept all of the incompetent cronies of George Burgess (like Glazer-Moon) on his staff. You reap what you sow, Mr. Mayor. Enjoy! LOL!

Promoting unqualified individuals to powerful positions in county government without due process or even an advertisement of those positions is the standard procedure today. Under Gimenez' strong mayor format blind obedience to Gimenez gets you the job. Any employee who questions the process or worries about the ethics of any internal process is cast as an enemy, ostracized and forced to stay quiet, transfer or resign from county government. From the budget office to our police and every other county department unqualified individuals are promoted and continue to erode departments from within. Moon's mistake is but the tip of the iceberg.

i would love to work as a budget analyst. however jennifer moon has never advertised any budget department positions. never. she just hires her cronies. like the other woman who was disciplined. that is moon's former secretary who she promoted to budget coordinator. when you only hire your friends without any competition, you get nothing but incompetence. it's abuse of power. we deserve better.

For several years now Jennifer Glazer-Moon has played a shell game with our county budget. One day we have a $250k deficit and the next we have a $150k surplus. Gimenez cannot have it both ways. Glazer-Moon marches to the beat of his drum. He should accept responsibility for the error. Glazer-Moon is nothing but a replaceable cog in a well oiled machine, same as Chip Iglesias and Lisa Martinez. Blind servitude to the emperor will only get you so far.

The above is true. and these friends and family members know they aren't qualified and exist only at the grace of their benefactor so they tow the line..
The other unintended consequence of the OTJ trained employee (and elected commissioners), they can never bring anything new to the table, so the county is run by an endless procession of "this is how we've always done it" lackies.


I think the last qualified director hired from the outside with real industry experience was at the airport, decades ago. I seem to remember she lasted about a heartbeat.

As for overpaid workers, Gimenez claimed there was no money left in the budget for wages. He made a big point out of even he and his staff were taking a cut. So to save layoffs the largest union (about 10,000 workers) agreed to the same wages contract they have had since 2009 but without the COLAS and $5.1 million less health insurance. (The $5 million was the amjic number needed to balance the budget)

The day after the rank and file ratified the contact, (and the budget had been adopted) Carlos Gimenez magically found $8 million and gave his 2,000 executive "at will" (i.e. Jennifer Moon) a $5 raise.

The County Budget is too big. Gimenez promised to reduce head count and he promised to reduce expenses but his actions have fallen far short. Commissioners, especially new commissioner Cava need to demand that Gimenez reduce the size of County government. No more Mr and Mrs Glazer-Moon taking $400,000+ per year from the taxpayers while the median County income is $30,000 per year.

A few things need to be done at the commission level. Require all employees to be residents of Miami-Dade County. This keeps our tax money working within the county, and does many other very positive things for the county. Next, advertise all openings with no preference for existing employees. Then set forth minimum standards for each position relating the education, training, and experience needed for the job requirements. Maybe an English major should not be hired as an engineer. Maybe a history major should not be hired as an auditor. Maybe a secretary should not be hired as Director of Elections. At some point, we have got to get out of the friends and family business.

Glazer-Moon should be fired so she can join all those she terrorized during her tenure. She was the most immature, insecure administrator ever to have occupied the Budget Director's position. She abused her power and kept close to Burgess in those famous closed door meetings to save her skin. She knew she didn't have the qualifications and you could see it in her face. She, Burgess and Susy Torriente were the holy trinity at one time creating an organization that no outsider would survive in - hence Gimenez keeping her to save his ass because he didn't realize how complicated they made the budget. Only an insider could handle it because Jennifer had a horrible temper and the 4 letter words were part of the scenery with the holy trinity and it was horrific to witness.

This attacks on Ms Moon miss the point, this was human error which by the way there were 15 other jurisdictions in the state that did exactly the same. Those jurisdictions have professional leadership, they've already had their re advertisement and have had the required hearings. The difference here is that we have an incompetent bully for a leader that enjoys diminishing and embarrassing public employees, "shaming" doesn't belong in a professional environment where workers are respected. He's in charge of everything- he should take the blame for everything!

Regardless of how anyone here feels about Moon- and I'm not a fan, men should not belittle women in public in this sort of fashion. Gimenez could have handled this differently. He is nothing but a bully and a coward. How would he feel if Carvahlo demeaned his wife in that sort of fashion?

To the last anon - So females like Glazer-Moon ($208,134.83 annual salary) can no longer be disciplined for their incompetence, but men can be? LOL! Why don't you have any compassion for Deputy Budget Director Hugo Salazar ($223,769.68 annual salary)? After all, Salazar's suspension for incompetence was 3 times longer than Moon's suspension. Are you a man hater? What ever happened to equal treatment?

And if you knew anything about the County workplace, you would understand that disgraced ex-manager Burgess surrounded himself with handpicked females of questionable competence. They routinely bullied lower level staff and blamed others for their numerous mistakes. I never saw any empathy from them when lower-level staff were disciplined, scapegoated, laid off, or terminated. Many of them are still there in the Gimenez administration, including Glazer-Moon.

You can learn a lot of things on this blog. I did not know that Jennifer Moon's husband is a police sergeant and a member of the police union. Is she a double agent? That would explain why the police union is able to consistently outmaneuver the mayor.

There is an unwritten code of chivalry among men- even in professional circles, where if a woman is disciplined for an infraction it is done in an ethical manner without publicly disparaging or forcing her, as in this case, to reach into her pocket and pay 12k for an unintended mistake that occurred during the course of her duties. If the previous reader has to explain that to you then you are not a man and if a women, you have never met a true man.

While Gimenez is mayor, county employees may wish to take out professional liability insurance in case they too are personally charged for the errors of their subordinates.

It wasn't just an error of a subordinate. Moon was negligent by not putting measures in place to prevent a careless mistake involving hundreds of millions of dollars. The ad should have been checked at multiple levels before going to print.

And I love that Gimenez disciplined a department director for once. Too often, incompetent directors like Moon throw some lowly clerk under the bus rather than take responsibility for their own negligence. This is a win for the 99% (aka subordinates) who make up most of the county workforce over the 1% fatcat county executives who normally escape accountability.
