This was common prctice in those days and would still be happening without restrictions. Even now, with local fish stock severely depleted, fishermen howl at conservation efforts. Greed is rampant.
Goliath grouper f/k/a Jewfish. They were nearly fished to extinction and so have been no-take for years. Their numbers have since recovered and some folks are now looking to get the prohibition changed to allow limited recreational "harvest" of the species.
They have recovered quite well because of the harvesting ban, and dwindling natural predators.
You can't eat them, even if their harvest were allowed. Too many toxins.
They are of some value as "catch and release." Easy to get them to bite, and they are territorial, so you know where they hang out until they eat their territory clean and move on.
They do need to be "managed" at some point.
How we "manage" this species is above my pay grade.
