Moss' tenure as chair will be clear when he appoints committee chairs. If he gives a chair to Seijas, change is not in the cards. If he kicks Seijas, Martinez and puppet Barriro to the curb, change will happen. We will soon know if Moss has a backbone or if he is afraid of the nasty voting block that has ruled the commission for 8 years.
