Backed by discretionary accounts and swelling war chests, County Commission incumbents are sitting comfortably. This year's batch of challengers faces a difficult test. Rabin reports:
Recent history shows that the only way for a sitting commissioner to lose the coveted seat is through legal troubles -- not the polls.
''We've created thrones,'' said Florida International University pollster and professor Dario Moreno.
The reasons for the incumbents' invincibility are numerous, but most revolve around one factor -- money.
Rabin reports that Phillip Brutus said (he ran for Dorrin Rolle's seat two years ago):
...the county should ban contributions from corporations and limit individual donations to $250. The county's campaign finance law stipulates that contributions tap out at $500 and allows business entities to contribute.
That sounds familiar...oh, that's because we had that and the Commission (thank you Sally Heyman) voted to change it!

I do remember when Corporate donation were illegal. Every lobbyist and developer pulled out all the stops and every one in their family, and extended relatives gave. The fund raising was a lot harder for them then. It was a good time to remember.
