JESCA: It's Back! By Geniusofdespair

County Commissioner Rolle's former cash cow JESCA is in the news again. I complained bitterly for a long time that a lot of questionable charities were getting our tax dollars from the County. My complaint was centered on that the Inspector General was suppose to be doing random audits on charities/non-profits on the discretionary giving list but was told by the IG Office that NO AUDITS HAD EVER BEEN DONE.

Well, it appears the Inspector General FINALLY did an audit of Jesca and here are some of the results (also note: as JESCA went down the tubes, Rolle became one of the richest County Commissioner, worth over a $1,000,000):

Under Miami-Dade Commissioner Dorrin D. Rolle's watch, the James E. Scott Community Association raided employee retirement accounts and diverted charity funds to pay executive salaries and other operating costs, the county's Office of Inspector General found.

The questionable financial maneuvers -- orchestrated in 2006 and 2007 while Rolle was earning nearly $200,000 annually as the charity's chief executive officer -- are prohibited under typical agreements between JESCA and public agencies that fund its programs.

The commingling of funds, detailed in a report issued Friday by Miami-Dade Inspector General Christopher Mazzella, has also caught the attention of prosecutors. Ed Griffith, spokesman for Miami-Dade State Attorney Katherine Fernández Rundle, said his office is ``presently reviewing the matter.''

The report sheds new light on JESCA's collapse under the leadership of Rolle, who took over the agency in 1992. He was elected to his County Hall post six years later.

smells like the CFO is gonna get the blame while Dorrin rolls out of trouble. Sad that the community who elects him keeps doing so. The guy is a waste of space.

Commingling of accounts, isn't that what the commission does and how about the Virginia Key clean-up scandal that led to six arrests by public corruption yesterday?
The County Commissioners were warned by staff but voted to issue the contract anyway. Earth Movers, Inc. more like money embezzlers,llc. WHAT A JOKE, of course it's always on us.

This is nothing new all our commissioners need to go under an investigation both city and county officials,they all got some money for voting for the Miami Stadium I hope they keep digging so they can find the key to unlock the mystery of the closed door...You must remember what you sow you shall reap.....What was done to A. Teele is coming back at them at a very fast pace....I wish someone will unseal some prison records and they will find out that their commissioner is married to a convicted felon, the way things are going on today, perhaps they have hidden that too.....

This all goes back to our corrupt/incompetent (you make the choice) State Attorney Kathryn Fernandez Rundel who is so intertwined into the corrupt political power structure in this county that no local politician ever ever gets prosecuted. She only goes after the small fry. Even when her office is forced to prosecute someone, they generally subvert the prosecution resulting in acquittal. In M-D county, the fox is guarding the henhouse

Our State Attorney should be in jail. She is as bad a any. If I still had my very old position I would sure prosecute her.

Darren Rolle is a sorry excuse for a man. How did he get elected to make decisions over a $7 bil budget?

Rolle should get indicted.

Didn't Rolle replace Burke who I think was prosecuted. If the same could happen to Rolle, it would kind of continue on the same path with the next ethically challenged/maybe criminal of a Commissioner in that District.

Say what you want about Rolle, but I think the man delivers a phenomenal handshake. Way to go, Governor! You done good!
