Only Commissioner Moss voted against this Ordinance, I think  he would like to be Mayor of a new City because he is term limited.

Didn't we have a referendum on Incorporation? I seem to remember a referendum that passed to make it easier to incorporate and then Barbara Jordan immediately put a roadblock on it. Then they had a study, and bla bla...wasted time...and now another roadblock. Anyone remember what is going on? Daniella Levine Cava, constituents from Commissioner Moss's district are disappointed you voted for this.

In other startling Miami Dade County News: They want to put a $2 Billion sewage treatment plant on this piece of property, West of NW 137th Avenue and North of NW 6th Street (Near 836 and our well field and West of The Urban Develop Boundary). The property owners are fighting eminent domain by the County for the facility on the grounds it would be incompatible with planned subdivisions.

The County wants to inject the wastewater...remember the infamous article in Miami New Times about the pink water that showed our aquifer flowed like a swift river underground in this area? They put red dye underground near the well field and it reached homes in 4 hours. Scientists were convinced it would take 2 to 3 days.

Oh come on Barbara Jordan, haven't you put these people through enough?

Supporters of Incorporation are exhausted from all the delays:

We had a multi-year moratorium, then an appointed Task Force, then an expensive comprehensive study done by consultants.

Could this mean ANOTHER delay while waiting for input from a university that probably is not knowledgeable about the residents' desires?

Let the people vote! There is a process which all the MACs have been following--we don't need another unnecessary delay to move forward to an ultimate vote!!

Public comment is allowed today.

The report suggests letting existing MACs complete the process and should protect the MAC boundaries from annexation while the MAC process is going forward.

However, since Barbara Jordan, an adamant incorporation log-jammer, put this on the Agenda, I see more hurdles in the future for incorporation advocates.

Michael Lewis of Miami Today has it right in his editorial on getting rid of UMSA in Miami Dade county (the Unincorporated Municipal Service Areas) and letting the whole county incorporate like in Broward. Lewis says:

"The commission is diverted because most residents live in the nation of Umsa, the Unincorporated Municipal Services Area that taxes them while everyone else pays Miami, Coral Gables, Aventura, Palmetto Bay or the other municipalities. The county commission is the unofficial city council of Umsa. Every commissioner whose district has unincorporated land is that area's de facto mayor."

Further:

"Size doesn't determine government honesty and efficiency. But waste is easier and quicker to spot in smaller units. More important, smaller governments are more likely to do what voters need. That, not cost or honesty, is their allure. And that division of local needs from area-wide action is what our charter team should zero in on.

If we can't get rid of him, at least let's get Javier Souto out of the pothole business -- where he is stuck. He is the most parochial of the lot of them, Pepe "le pew" Diaz is a distant second.

Tuesday on the Miami Dade County Agenda is an ordinance to rescind an ordinance that placed a moratorium on municipal incorporation and annexation that has been in place for 4 1/2 years.

The new Ordinance that will be heard Tuesday has been co-sponsored by three county commissioners:  Sally Heyman, Jean Monestine, and Esteban Bovo.  Lifting the moratorium will allow the process to go forward with not only the creation of new cities, but the annexation of some areas to existing cities.  Of course, this is a lengthy process, as it takes time to build community support and educate the voters on the advantages of having one's own city and we must work in concert with the county commission to accomplish this process.

We do not know at this point how many commissioners will support the lifting of the moratorium, but all have been contacted by us, either by email, personal visits, or phone calls.

LINC (Let's incorporation Now Coalition) members feel that it now the time to lift the moratorium and let residents decide for themselves whether or not they wish to live in a city or stay as part of UMSA (Unincorporated Municipal Service Area).   We know that government closer to the people provides better services, and residents can decide for themselves what level of services they wish to pay for out of their municipal budgets--it should not be "one size fits all."

We feel that the county needs to concentrate on the major issues such as the airport, seaport, fire and countywide police services, transit, solid waste, library, etc. as all these are countywide services that serve most county residents, and these deserve fulltime scrutiny from the commissioners.  Freeing the county commissioners from having to "wear two hats", i.e., overseeing countywide services and at the same time having to approve the needs of local communities in their districts, will allow them to exercise greater oversight and tighter scrutiny of countywide issues which consume the bulk of the county budget.

There were 2 communities that went through the entire incorporation process mandated by the county, only to be denied the right to vote at the very end of their quest by the county commission.  LINC feels that this is a denial of those residents' right to decide their own destiny.  if a vote to incorporate fails at the ballot box, then it shows the lack of support for forming a new city, but that fundamental right for the residents to vote on this issue should not be denied.   There are approximately 9 LINC communities that are currently exploring incorporation, and most of them are not new initiatives but an ongoing desire to form a new city.  These areas range from the extreme northwest and northeast parts of the county, to the Redland area.  We need the moratorium to be lifted to give the residents that wish to form a new city, or annex to existing ones, the opportunity to move forward in this regard.

LINC has actively participated in the incorporation of the 5 newest cities, and we have been helping areas of the county to explore the formation of new cities since 1997.   We often say that it is only fair to "let the people decide" and not be subject to a process that denies a right that is currently enjoyed by over half of the Miami-Dade County residents who currently reside in cities.  We hope that the BCC will see that it is only right to lift the moratorium now after all these years, and allow residents to decide for themselves who will provide their municipal services. Call your county commissioner tomorrow and tell him/her to lift the moratorium.

Very annoyed to be here. I will write a bit about it. Bruno Barreiro, Pepe Diaz, Barbara Jordan, Audrey Edmonson, Jean Monestime and Lynda Bell are on the dais. Rebeca Sosa had to leave for a port thing. Right now the pool cleaners are complaining they shouldn't have to be licensed/certified. Professional pool guys want the licensing. Lynda Bell wants to get rid of licensing. She is such an idiot. No licensing then no insurance. So homeowners get screwed if there is an accident.
