Commissioner Rolle’s Boondoggle by Geniusofdespair

Jesca is the troubled educational entity for at risk kids headed by of all people, the County Commissioner known for falling asleep on the dais, Dorrin Rolle.

It just so happens that Rolle gets a hefty salary, $177,000, for leading JESCA. Like the students that go there, Jesca itself is at risk. The school board is looking at slashing their funding after two negative audits. Chief Auditor Allen M. Vann said:

“Jesca for all practical purposes is in a state of financial emergency.”

From the audit:
“The line of credit with a local bank expired on November 30, 2005 and was extended by the bank to May 31, 2006 through a waiver dated March 23, 2006. Jesca was unable to pay the $299,784 Outstanding balance on May 31, 2006.”

Outstanding balance on its loan “as of December 31, 2006 and 2005 is $652,247 and $702,901 respectively.”

“Interest expense incurred on the long-term debt and charged to operations for the year ended December 31, 2006 and 2005 was $74,991 and $66,841 respectively.”

The 45 page audit said since 2004 there was almost $200,000 in check overdraft debt/bank charges. Wow, that is a well run entity!

Could this be true: the year ending Dec. 31, 2006 Jesca paid $4,415,863 in salaries with another $1,000,000 in fringe benefits out of a $6,931,486 budget.

Has Jesca turned into a cash cow for a select few raking in mega salaries under the guise of helping our children?

If you read the audit it is never clear how many kids attend the program. They do tell you they register. But no one seems to know if they attend it. That was the same problem in the previous audit.

$408,000 of their budget comes from in kind rent from Miami Dade County. Another $25,000 comes from Edmonson’s slush fund. It would be a conflict of interest if Rolle donated from his own.

This is yet another case of the fox guarding the henhouse, and I might add, not very well. Rolle is suppose to be a commissioner looking out for us-- charged with our multi-billion dollar budget. Scary, huh, if this is how he manages a small entity and budget?

Jesca's funding fate will be heard June 26th at the School Board. I hope they pull the plug.

I want to help at risk kids. But not like this. My message to the School Board: Drop this program like a hot potato or get some professionals in there to manage it.

Comm Rolle may fall asleep on the dais but he sure does not fall asleep running to the bank and cashing his JESCA checks. This is preposterous that it is allowed to go on!!! Talk about corruption. Wow, what does it take for people to wake up and realize what is happening here. Rolle should be cut off immediately and made to pay back all of these bad check charges, he does not care about this program. Where is his oversight here?

I'm going to be a little outrageous and say that people just don't care as long as one of their own gets to feed at the same trough others are feeding from. It seems the logic in Miami is as long "our" guy/gal gets to steal like "your" guy/gal does, then everything is fine by me. People in Miami have ZERO shame.

In other words, Anonymous 3, do you agree that Miami is a Third World Country? It's not that Miami citizens have no shame, but that they are accostumed to this type of conduct, a general practice, in under-developed countries. It's part of their culture!

I don't think we should target any one group. Everyone has an equal share in the corruption....the Anglos, The Hispanic and the African American community. This is not a product of citizens that might come from other countries, it is a product of everyone looking the other way as long as they get their piece of the pie ---it is a product of citizens satisfied with crumbs from their commissioners and finally, citizens who do not vote.

It is because of politicians like Rolle that Miami-Dade County is a sewer.

What Rolle does is bad but even with the HUD scandal small compaired to what cubans let the Latin builders get away with.

The self-described "Guv" is an embarrassment to the citizens of Dade County. He operates as if he were the Al Sharpton of Miami. The only time he speaks up at commission meeting is to butt in about "measures" on every single contract. It is no surprise to see what he's involved in. Looking out for all of us? Ha! Until we elect Commissioners at Large, we will continue to have corrupt little Deluded Grandeurs running their district fifedoms and getting away with murder as long as they manage to charm the impressionables in their districts.
