I think it is a statement about the journey of life - from birth to death -- or it is a protest to the installation of the current Board of Directors of the LBA. Note the entitiy ate the board list posted on the wall (it was a list wasn't it?)
Not sure of which: statement or protest. Over-population works for me too.
