According to Miami New Times this is a "verbatim transcript" of County Commissioner Souto's speech during a County Commission Meeting. It prove he is out of his mind (Miami New Times Blog, posted by Francisco Alvarado). Let me set the stage: Commissioner Rolle was complaining that they had only Spanish singing at the opening night at the Performing Arts Center (you would think that is insane enough) but Souto felt compelled to respond:
"Commissioner Rolle this is for you. I think you are right. I was at the inauguration. We missed Celia Cruz. You know if she was there, you know, she was black and Cuban and sang in English and Spanish. Celia, God bless you... Let me tell you what happened to me the other day. [Park and Recreation Department executive assistant Frank] Faragalli and I went to Medellin, Colombia. Medellin! You hear about Medellin and you hear about bums and things. On a park mission we went there[stet]. Well let me tell you, that is the place of Botero. You know the guy Botero? People in Medellin told me when you pump art into the people, violence diminishes. It behooves us to pump a lot of art, a lot of performing arts center stuff, a lot of museums -- Is [Cultural Affairs Department director] Michael Spring here? -- a lot of all that stuff [stet] because it will diminish violence. Do we have violence here? Of course we have violence. We have a lot of violence in this town. You know that. We need to reduce that...The process is very slow. So be it. It is the democratic process. If not, let's go into communism, into Hitler, into something else. Those are very quick. Stalin was very quick. Hitler was very quick. Chavez in Venezuela was very quick. Castro in Cuba was very quick. They just do things quickly. That's it, you know. There is no democracy there."
He always manages to work either Castro, Communism or Cuba in every speech. We got the mother lode in this one: All three!

Did anyone catch the $215,000 that the county is ponying up for a cattle show at Tropical Park? This cattle show is the progeny of Commissioner Souto. Too bad it doesn't do a damn thing for our county's agriculture!! We have to help his cattle friends in South America and Cuba.

Not recalled -Baker acted! Watch the 2/5/08 commission meeting and try to understand an ordinance he sponsored to permit community newspapers to "charge the highest fee to the County" for any advertisement. He couldn't explain the reasoning behind the ordinance but brought all his friend publishers to do it for him. Although not permitted to speak as it wasn't a public hearing, the silly ordinance passed. Most, if not all, those periodicals print glowing praises about the commissioners. Payback?
just a few weeks ago he was attacking the "wine and cheese crowd" and even ranted against Adrienne Arsht...now he is a fan of the arts?? What the hell is he doing in Medellin with a parks director? Was this on the county dime?
That ordinance passed? They can charge the county the highest rate?? Who negotiated this deal, the same people from the pharmaceutical firms that wont allow the federal government the ability to negotiate a better price? Wow, sad part is, people in his district dont care..no one cares....
He is a fan of the arts only because his native language was attacked by Rolle. He was actually giving Rolle a big dig: You have so much crime, OUR art and OUR music (Our Culture) could fix your neighborhood. Rolle is too stupid to catch on that he was being marginalized. However, no one actually ever listened to Souto before Francisco Alvarado recorded what he said, so I doubt that Rolle was listening.
Souto is senile. That's not an insult, it's a statement of fact. One of these days while he's out on a midnight prowl in a park (to catch evil doers) he'll finally lose it and get arrested. Yet, even if jailed or Baker acted, the people of his district would still re-elect him. Only in Miami.
They don't even have the facilities to house the cattle show at Tropical Park. The Youth Fair Grounds were the better choice. But, Tropical Park is Souto's baby.
The Parks Department knows nothing about cattle or cattle shows. Why wouldn't the county use PROFESSIONAL show planners to do this event? The services would have been excellent and the costs could have been covered.
PS: Unless this event is going to showcase Mayor Alvarez's skinny tax-break cows, someone is going to be IMPORTING cows, since Dade County doesn't have a cattle industry. TSK. TSK. The county barely supports the Youth Fair, which is supposed to be the State Agricultural fair for here, yet the county is importing cattle? I hope they don't import any diseases that impact the US. That would not look good on CNN.
The county isn't importing cows. We also don't have any to show off. The cows are going to Tropical, but the Fairground is supposed to be for an agriculture show. Too bad we don't have any crops at this time.
It's a nutty idea, but the guy is the head of the parks committee so there you go.

The guy is crazy as a loon; has been for the last 10 years! Yet, the Qbans keep electing him. What a laugh! With him and Natasha, we have the inmates running the asylum!
Someone is bringing their cows from somewhere? That is importing, unless Mr. Local Ag is thinking about cow filled spaceships landing, then the cows may be tourists.
This is Miami though, we may get to see goats with horn headbands.
So, we are putting Ag on the table when there are no LOCAL veggies and fruits.
Yipppeeeee! Chile and Brazil must be happy to ship their LOCAL produce to fill in for the lack of ours...what's this? A trade mission for them on our tax dollars?
And we are putting the cows in one of the county's largest parks next to a roadway that can make them so nervous that it can turn their milk into buttermilk?

How embarrassing is that?
My favorite Souto rant was a few years ago when he demanded "Mounted Police" be used to protect the children at Tropical Park from "pervs". He rambled on for what seemed hours, never getting to his point, until suddenly he brought out a visual. From under the Commission podium he brought out a little statue of a mounted policeman on horseback. He pounded it on the desktop proclaiming, "This is what we need! This is what we need!" The public and government employees alike had to muffle their laughter. Souto needs to go some place where he can were pajamas all day and take long naps.
