You are right. That is scary. The point of a waiting period, as I understand it, is so that 1) proper background check can be done and 2) some hothead whose lost his/her temper can't, on the spur of the moment, buy a gun and start shooting at those that just pissed him/her off (it's called a cooling down period for a reason).
