Best Show In Town: The Shrink Wrap War. By Geniuofdespair

NOON: VOTE IN 11 TO 1, OVERRIDE VETO. XAVIER SUAREZ VOTED NOT TO OVERRIDE. SHRINK WRAP IS FINALLY OVER FOR A WHILE. MIGHT BE A LAWSUIT HOWEVER.

Lynda Bell at the 3/5/2013 County Commission Meeting, Feverishly Defending Her Shrink Wrap Vote. (Her campaign manager was a lobbyist for the company she is arguing in favor of.)

Nothing says dysfunctional Miami Dade County like the shrink wrap contract award. The Miami Dade County Commission awarded the contract March 5th, against staff recommendation, the Mayor quickly vetoed the award. Today is the meeting to over-turn the veto...or not. It should be good theater once again, or else they might just shut-up (God willing) and just vote.

It is early on the agenda, maybe about 10:30 am?

2A1 Mayoral Veto

RESOLUTION APPROVING AWARD OF A LEASE AND CONCESSION AGREEMENT FOR THE LUGGAGE WRAPPING SERVICES AT MIAMI INTERNATIONAL AIRPORT, BETWEEN TRUESTAR USA A JOINT VENTURE BETWEEN SINAPSIS TRADING USA, LLC AND TRUESTAR GROUP SPA AND MIAMI-DADE COUNTY, WITH A MINIMUM ANNUAL GUARANTEE OF $9,600,000 AND FOR A TERM OF EIGHT YEARS, WITH A TWO-YEAR OPTION TO RENEW; AUTHORIZING COUNTY MAYOR OR HIS DESIGNEE TO EXECUTE SAME, AND TO EXERCISE RENEWAL AND TERMINATION PROVISIONS THEREOF(Aviation Department)
3/5/2013 Recommendation rejected by BCC Passed 9 - 2
3/19/2013 Vetoed by Mayor

2A2 Mayoral Veto

RESOLUTION APPROVING LEASE AND CONCESSION AGREEMENT WITH SAFE WRAP OF FLORIDA JV, LLC FOR A TERM OF EIGHT YEARS, EXCLUSIVE OF OPTIONS TO RENEW, WITH A MINIMUM ANNUAL GUARANTEE OF $9,600,000.00, AND FOR A PERCENTAGE OF GROSS REVENUES TO THE COUNTY OF 52%; AUTHORIZING THE COUNTY MAYOR OR MAYOR’S DESIGNEE TO EXERCISE AND ENFORCE ALL PROVISIONS THEREOF, INCLUDING EXTENSIONS AND TERMINATION

This is what all the fighting is about: Which company gets the lucrative award to cellophane your luggage.
The only good thing to come out of this long shrink-wrap war: Miguel De Grandy's shame and degradation at being reprimanded by the Florida Supreme Court, as described on the Florida Bar website:
FORMER MIAMI STATE REP. MIGUEL DE GRANDY REBUKED FOR ETHICS BREACH-- The Miami Herald,  Jan. 8, 2010.

The Florida Supreme Court has reprimanded former Miami state Rep. Miguel De Grandy, now a special counsel for the Florida House. The justices Thursday [Jan. 7] accepted De Grandy's plea of guilty with conditions that included the reprimand for violating legal ethics due to a conflict of interest in his private practice. The Coral Gables lawyer at one point represented a luggage-wrapping company and later a competitor for the same contract with Miami International Airport. De Grandy served in the House from 1989 through 1994. A Florida Bar report said De Grandy cooperated with investigators and withdrew from representing the second company.
You might think wrapping luggage is quite stupid, but apparently a lot of people do it. I have never done it, but I once had our Scarab Sport shrink wrapped in New York for the winter, mostly to protect the boat's teak. If they are offering to give the county about $10 million dollars, and hiring a gaggle of lobbyists, think about what they are making on wrapping luggage.  The thing I hate most is all the lobbyists hired by these shrink wrap companies. If I had more energy I would go down to County Hall and shoot pictures of the lobbyists, a photo op surely awaits. However, they run away now when they see me coming and as I said, I don't have the energy to chase them.  If anyone one is there, send me a couple of lobbyist photos.

I am getting a free lunch out of the deal from the president of the one of the companies, so I have a coal in this fire. Let the games begin...again!

This will be a very interesting commission meeting today. The agenda is chock full of pet project by the Commissioners. This shrink wrap thing is a bit mind boggling to me but I can only assume it's a massive windfall for whoever considering who's lobbying for it!

Let the games begin and the constituents be damned we don't count because we cannot afford lobbyists to actually do the work FOR THE PEOPLE to me means the constituency, but in the case of the BCC, it means the lobbyists!

The Lynda Bell video is a classic, the hands, the lecturing. As you said: "annoying".

Bell's agitated, jabbering tirade evokes the lyrics of Jimi Hendrix:

"Manic depression is touching my soul,
I know what I want but I just don't know,
How to, go about gettin' it."

Bell's use of the word disingenuous with respect to the actions of others is acutely amusing.

This is Lynda Bell as we know her.
Lynda seems to be in charge now of: District 8 ( Lynda Bell)District 9 (Dennis Moss) Chair of the BCC (Rebecca Sosa). District 11 (Juan Zapata). Staff is scared of losing their jobs, and now Mayor/County Manager(Carlos Gimenez). She is definitely in charge of Miami Dade County government. She spoke out against Natasha Seijas that alone was a bold and fearless move.

To the last anon, why is anyone surprised! Bell is a loose cannon at best. I nearly barfed when I heard the invocation with her asking dear "father" to the affect of helping the commission do the peoples work. I wanted to laugh but it's just too disgusting. We've lost control of our county government which we're paying for. We need a Federal lawsuit against them though haven't figured out what grounds other then they suck and they're so full of themselves. After watching this meeting today my thoughts are to recall Bell instead of waiting for 2014. She needs to go and the rest of these public "servants" need a dictionary as to what their jobs are because the constitution might be too tough for some to read & understand in regard to for the people. Thanks again to Suarez who I think does get it, and isn't that ironic for anyone who know Miami history. God left this place a long time ago. No prayer on the planet will bring God back right now in our current state of chaos on the commission.

Dennis Moss makes another vote in favor of corruption and bad government. How can anyone justify selecting the 2nd place bidder over the first?

Moss is and has always been as bad as Bell. Now that he's been re elected due to no real opposition in his last campaign he's just doing what he's always done. No surprise with him either. He approved the Marlin's deal too. Surprised? No. Disappointed - yes.

Last Anon:

Not accurate he has NOT nor will ever be as bad as Bell. She reaches new heights, I compare her Natacha Seijas. I have been like Moss of late. Yes he has bad votes, every commissioner does, but I don't throw the baby out with the bathwater.

Genius, Bell is the worst by a long shot. Moss ain't no bargain though. He threw environmentalists a few bones to get their support which he did receive from this blog as well and now he's just back to his normal nonsense, meddling with incorporation again - against the will of the voters and other stuff along with Jordan as she's always been anti incorporation. New day, same Moss, nothing has changed. It makes one wonder if him & Bell are closer than we are lead to believe. Bell actually helped Moss get re elected by backing the Egg Lady. Politics make strange bedfellows and watching the commission and ordinances with both of them as co sponsors leads me to believe there's much more to him supporting Bell then some would think. Could be dead wrong on this. Read through some of the recent BCC agenda's and look to see how many Moss & Bell are together on. Interesting on the surface.

Can someone PLEASE have her Baker Acted?

Moss did the right thing. The firm recommended by the Mayor lied to the Board to win last time and had to get a break from their commitment. Why should anyone believe them this time? Going with the local company made sense...they weren't making promises they couldn't deliver on.

Why is no one concerned that the foreign company that lost had access to a voter file to do robo-calls and send direct mail? That should be investigated.
