A new twist on agriculture land use - Forgo beans for buried bodies. By Youbetcha'

Only in Miami Dade County can there be a zoning request for agricultural zoning in order to plant a crop of people in caskets.

Apparently, if the developers can’t build houses on Ag land, they will still get the homeowners any way they can: Dead or Alive.

Coming up on October 4 is the fourth attempt at rezoning a large parcel of land from GU to AG out in the far west side of the Kendall area. Setting aside the obvious misuse of the Ag zoning, the issue with a proposed cemetery inside the UDB is generating some grassroots concerns in West Kendall. While researching the issue, I noticed the puzzling finding that Patricia "Shannen" Davis has never filed her final campaign report, even though the election results were certified in August 2010. That's more than a year ago.

A review of Shannen’s campaign donations reveals that it is loaded with land use attorneys (see report left) and it appears she gave some of the money back and then took money back again in one case. She clearly had expenses as she passed out palm cards during early voting. Those familiar with county campaigns suggested her palm cards showed a strong similarity to those used in other 2010 campaigns in which Jose Luis Castillo was involved. Additionally, people familiar with the last election say Castillo acted as her "campaign manager." He worked on Lynda Bell's campaign and is a Natacha Seijas confidant. I note that campaign managers are trusted advisers to their candidates and it is worth tracking what candidate uses which campaign manager. Castillo reportedly has a role in the agricultural cemetery application. Also having roles in this application are Jeffrey Bercow sidekicks, EAS Engineering's Ed Swakon and bushy-haired Transportation woman, Kathy Sweetapple. All three participated in support of the Parkland mega-large DRI application. Again, I was told that Castillo was involved in Parkland as well.

Some onlookers began questioning the Castillo-Davis relationship during the long drawn-out Walmart expansion application. Castillo was present at some of those council meetings and handled council person Jay Reichbaum's failed Council run in 2008. It may be scary to some to have a lobbyist like Castillo lurking in the Community Council 11 chambers. It is worth noting that while this community council has been dysfunctional and full of questionable players from its origin, there are some very principled people who are associated with it. As I have watched many community councils over the years, I can say that this board never has struck me as anti-development. So in retrospect, the lobbyists and ‘community people’ with pro-development agendas hanging out at the meetings is no surprise. I think in all quasi-judicial proceedings with government officials it is what may be going on behind the curtain (which we don’t see) that is truly the part that matters. Back to that missing report. How could an experienced elected official forget to file her reports? Could it be that she didn't file a campaign report because it was going to raise questions with the community activists regarding connections to Castillo and his work with land use attorneys on Krome Gold and other active applications? We will never know if she doesn’t file her close-out report.

That being said, observers may have a valid point when they claim this campaign filing issue doesn't pass the smell test and that former candidate Shannon Davis should be hit with fines for the missing report. The Department of Elections is asleep at the switch again, allowing for questions to arise where none should be. They say we, the public, have to report the problems, they don't go looking for them. This application looks like it's right in front of Krome Gold or at least, immediately to the South. Can you imagine a cemetery near the entrance gate to those "estate homes" (cough) I meant rock mining?

What a free for all that area has turned out to be. And, what a shame the people out there cannot put the brakes on it because the zoning attorney's have to run up billable hours on behalf of their clients with these types of applications - totally incompatible!

How would you like some formaldehyde, along with run off from the 8 1/2 sq mile area in your drinking water out there?

I hope the neighbors turn out en masse against this because I'm sure the paid supporters will be there too if Castillo has anything to do with this! That is really his claim to fame - bus em in and don't let them speak to ANYONE!

Davis should recuse herself from any vote on any item until she files a final campaign report and pays a fine. There is no excuse for this violation of campaign law. If she can't figure this out, she shouldn't be discussing the merits of even a shed location.

Another question begs an answer: what is the role of Davis apologist Lawrence Percival in this cemetery application? He too was a vocal supporter of the Parkland application that featured so many characters involved in this cemetery "plot."

To the last anon: no, there aren't a bunch of other politicians who have done this. Davis is the only Council member to pull this stunt. The phrase "campaign report stuff" is actually Florida law that provides for some rather severe penalties.

Raquel Regalado... So just like I agree that this is about Florida law
Which I have never disputed... This is about the facts! There are
Plenty of politicians that have done the same. I would give you more examples,
But I guess that's your job, hence you've already been proven wrong.

They only pay the 'fine', however, the 'fine' is forfended when they pay the cover charge to join,

Friends of West Kendall will be in front of the BCC on 06Oct. The 412 acres of AG land is just North of the desired Corpse Crop project.
The 06Oct hearing will only, according to Martinez, address the Everglades National Park Buffer(which has been violated, physically and via noticing) and the 'new' destruction plan. We have asked to review the 'plan' and have yet to receive it. I forsee it being provided to us on 05Oct, obviously done in a 'Good Faith Effort'.
We need help G.O.D.

Hey West Kendall. How did they get additional "information" on the public record after the hearing closed? I saw what Stanley Price did.

Unfortunately, Martinez and Diaz are going to be your worst enemies on this, no matter what. Bell will approve anything from Cemex as well as anything having to do with rock mining. The same goes with Barrero.

Any mom would tell a kid, "just because 'they' did something and got away with it doesn't make it right for you to it" --- I don't see the point...

What I do see is a serious violation of campaign law and even more serious, a systemic failure to enforce the law by MD elections....

Give them Hell, West Kendall. The one time we finally get the Ag use going back into place, it is for a blatant misuse of the intent...

No net loss of Ag from the county comp plan DOES NOT mean no net loss of Ag zoning acreage ...it means no net
loss of actual agricultural lands used for agriculture.

Youbetcha, when I have time, I'll have to walk you through what they've done to the language in the CDMP to water it down to just about anything is "ancillary to agriculture" and therefore allowed in Ag zoning. This is thanks to the Farm Bureau/Katie Edwards & our Ag Manager Charles Lapradd. Believe me, he's just as much as a loser as Bell is, but under the guise of "doing good". Meaning, he'll occasionally helps a real farmer, but always helps the Farm Bureau, who's main revenue is insurance sales and memberships dues as part of the policy cost!

Oh, and of course, my favorite indicted Federal felon for produce tainting, Peter Schebly. If he didn't have so many party's, I doubt he'd be selling his wine. He's used both the farm bureau and LaPradd well too!

Commissioner Lynda Bell should approve this. We need more places to bury our love ones. Mrs. Bell is doing a wonderful job. I cannot imagine the reason people seemly, have a problem with her votes. She is smart and level headed. The best of all the commissioners and is always in the best interest of her friends and foe. Leave her alone and support her on this project. She knows more than most of us. I Love her style.

Lynda Bell is doing a great job of burying all of us. And I doubt she knows more than me, and the things that she does know more than me, are most probably the kinds of things that I would never want to know in my lifetime.

She does work in the best interest of herself and her buddies... With a focus on the best interest of herself first.

To whoever from Bell's office posted the above, I want whatever you're smoking/drinking! Delusion, it's a great place to bury your head in the sand (or, what's left of the sand) and use taxpayer funds to buy peoples votes!

Well, is the department of elections going to do anything about these reports? That is one question out this blog and the other is... How can they misuse the Ag designation?

I wonder if growing bodies rates an Ag tax exemption if the rows are neat, have no water between them and the caskets are firmly planted in the soil?
