I don't quite know. There is some question as to whether he could get a letter from his superiors and be excused from the rule. There is a question whether he indeed got the letter/the timing of the letter/and even whether a letter would work. I don't get it. If all he needed was a letter why do we need these two bills?

I believe your logic about needing the bills versus having the approval (or not) is correct. The rules say it must be done 55 days before qualifying to get permission to run.
But the rules also talk about approval for outside employment.

Approval to run may NOT be the same thing as approval to serve. It also says that he must take a leave of absence to campaign or use personal leave. An example would be Lampert who is running for Mayor. Is he working during his campaign and in pay status?

Since he ran with or without approval DCF has been turned inside out with new administration and the death and abuse of Nubia and her brother. Hence, was there approval and might it have been recinded? Thus the need for the bills.

Frankly, Fiore created this issue with his bragging about the "productive trip" to Tally on the taxpayer dime. Very silly guy.
