There is an April's Fools joke making the rounds. It ended up in The Miami Herald this morning, suggesting Alex Penelas, the former county mayor, "confirmed after weeks of speculation, that he's seriously considering a run" for county mayor. Penelas' running for county mayor is outlandish as his joke campaign of running for the US Senate. If Penelas were to run, Eyeonmiami will be there. Cue, the rewind button. This won't be difficult. Promise.

Someone needs to do a political version of the ESPN replay. That's where you get old geezers back together to decide a questionable high school game once and for all. This time it's Raul Martinez vs Alex Penelas in a showdown for the title of biggest political loser of the 80s and 90s. Call it the Con vs the Clown. Elian Gonzalez can be the referee.

There are some fine, upstanding South Florida Commissioners/Mayors/School Board Members/City Administrators et al currently in jail who might do better, or the ex convict pool of politicians waiting in the wings to also be anointed to the Mayor spot.
Sorry to make such light of all of this but the current slate of candidates just scare the daylights out of me. They're all bad, every last one of them and those waiting to file too.

No one was ever able to lay a glove on Alex when he was Executive Mayor. His friend's got rich, but no one committed a crime. I will support Alex just to see King Norman dance like Rumpelstiltskin.
Excuse the sophomoric question, but aren't there term limits that prevent Pinellas from running?
Seems pretty obvious that many people have forgotten about Penelas's record. Here's a start: he forced Merrett Stierheim out because the unions squeeled during contract negotiations. The result? County unions control the government and are paid handsomely to do so.
Again, I ask the question - do term limits prevent him from being Mayor? Didn't he serve two terms?

The Penelas questions re term limits is an interesting one someone should look at the charter and see if its specific as two "consecutive" terms. meaning you can skip a term or two and come back to steal again.
Sec. 3.01 - County Charter - Notwithstanding any other provision of this Charter, effective with the term of Mayor scheduled to commence in October, 1996, no person shall be elected as Mayor for more than two consecutive four-year terms. Neither service as Mayor or County Commissioner prior to the terms scheduled to commence in October, 1996, nor service of a partial term subsequent to October, 1996, shall be considered in applying the term limitation provisions of this section.
Seems worth a court challenge.

As far as term limits I believe it works this way, he served 2 terms as executive mayor hasnt served any as strong mayor; different position.
Strong Mayor is a new office - AP can serve.

"...no person shall be elected as Mayor for more than two consecutive four-year terms." This can reasonably mean that once a person serves 2 consecutive terms as Mayor, he or she cannot be elected Mayor again ever.
Two consecutive 4 year terms means just that. If he sits out some time, even a day, he can be elected for another set of 2 consecutive 4 year terms. Alex can come back. Your wishful thinking changes nothing.

Why have an election on May 24? Why are we bowing to Norman Braman threats? Time to take control and appoint Alex Penelas, Interim Mayor of Miami-Dade County. Tha would be a logical choice and the county will save $10 Million. What a country! Commissioner Barbara Jordan will lead the charge.
Why not appoint Victor Diaz as Interim Mayor. That would make Emperor Palpatine -- er, Norman Braman -- happy. And isn't this what it's all about?
The Board of County Commissioners will not allow Norman Braman to dictate what they do. Appointment is back on the table and the county will save $10 Millons. They are such fiscal consevatives.
They need to call for emergency meeting for later in the week prior to the April 18 in order to avoid four day rule.

If Charter Change is taken off the ballot and an appointment is considered, I think the Community would be favorable to Merrit Steirheim (sp). Believe me, no one in my South Dade neighborhood has forgotten about Penellas. That appointment, if the poster is correct, will cause more anarchy down here than it did with the Elian Gonzalez fiasco.
Executive Mayor, Strong Mayor, King Mayor. These titles all talk about one position. The adjective used to precede the title, in my opinion, relates to the powers of that person. If not, every time the powers of the commission or the mayor's office were changed, we could deem that to be a different position. Not only would term limits be involved, but I think we would have to have new elections for the whole lot of them. Think about it. If I hired you to be a dog walker, then this does not mean I want you to be a milk man.

Does an appointment nullify that? In other words, can you be appointed, then elected for two more terms? To take this to the extreme:
A mayor could be recalled in the first year of his term, appointed for 3ish years, run for 8 more years...in addition to 8 years in the past! That would total a whopping 19 years. Something is wrong here.
