Pretty self explanatory. Natacha sponsored it and little Joe Martinez gets his wish, to be Mayor for awhile. The Infrastructure & Land Use Committee (ILUC) meeting was canceled so I guess this will raise its ugly head once again, along with Pepe Diaz's green-washed phony resolution "ANALYZING THE CREATION OF A CONTIGUOUS GREENBELT IN WESTERN MIAMI-DADE COUNTY." County government is at a standstill until the recall election.

Hey behave..the reader is right he is only holding the seat for about a month till there is an appointment or an election. So would the two offices rule apply for the short term as he would be doing double duty. Like the VP being president and vp at the same time in an emergency.
Genius-> upon the death or resignation the the President, the Veep becomes President and the Veep's office is vacant (the Speaker of the House is next in line). There is no plan of succession in the Charter. Alvarez left that out of his Strong Mayor Amendment. Any attempt by a Commissioner to act as Mayor by way of an ordinance would be illegal and any act performed would be void or, at least voidable.
Poli Sci Prof is incorrect. This is what the charter says:
Any vacancy in the office of Mayor or the members of the Board shall be filled by majority vote of the remaining members of the Board within 30 days, or the Board shall call an election to be held not more than 45 days thereafter to fill the vacancy. The person chosen to fill the office vacated must at the time of appointment meet the residence requirements for the office to which such person is appointed. A person appointed shall serve only until the next county-wide election.
So the commission has the power to appoint a mayor until the next county-wide election. It is perfectly legal to make the appointment and set the date of the next county-wide election in the same motion.
If Martinez is assuming the appointed position, he can't also run in the special election. That's because the charter requires that county officials take a leave of absence to run for another position.
I believe that's what the anon that genius told "to behave" said in layman terms. What the deal anyway with these new "legal eagle" "Poli pro". Don't need the fancy names to make a point.
I would rather have Martinez as a temporary appointed mayor for one month than as the permanent elected mayor for up to 10 years
Also, Martinez is not a fan of Burgess so he may can Burgess and some cronies in his temporary status. That would be a nice bonus.
The change in the charter to have a strong mayor form of government left a BIG whole when it comes succession. Putting the recall aside, if the Mayor were to fall ill we have no course of action. Putting the current Commissioners aside we need to have something in place.
If the Commission appoints someone now, we save the money of two potential elections. The election would then be in January wich is the next general election. Why is it that everyone is against this?
Also, I know you hate Martinez, but he is the only one that has announce his candidacy for Mayor but is putting his own interests aside to finish his term, loosing the possible edge against an incumbent. That to me is a sign of a leader unlike the others who are putting themselves first rather than sticking around to finish the job they were elected to do.

Martinez was the one who set Burgess' salary at what it is today. When Martinez was last chair, before there was a Strong Mayor vote, the commission set the County Manager's Salary.
Burgess was making less than some of his assistant managers, who had been there a long time (like Carlos Bonzon), so Martinez sponsored the item to increase Burgess' Salary and Benefits by over $100,000.
Burgess and Martinez are not the enemies you might think they are.
