On the County Commission Agenda: No Lobbyist Fee? By Geniusofdespair

Boy, Audrey Edmonson annoyed me two days in a row! Look at what she is sponsoring on the County Commission Agenda:

AMENDING SECTION 2-11.1(S) TO PROVIDE THAT ANY PERSON WHO APPEARS AS A LOBBYIST ON BEHALF OF A CERTIFIED SMALL BUSINESS ENTERPRISE OR COMMUNITY SMALL BUSINESS ENTERPRISE SHALL NOT BE REQUIRED TO PAY LOBBYIST REGISTRATION FEES;

Here is some news for you Audrey:

If a small business has a righteous request, why do they need a lobbyist? Everyone shouldn't automatically need a lobbyist to go before the Board of County Commissioners. Why address the particulars when you can address the problem: these third party bloodsuckers. Make them pay to discourage people/small businesses from using them. "Lobbyist" according to the county is defined as all persons, firms, or corporations employed or retained by a principal who seeks to encourage the passage, defeat, or modifications...

You need to look at how the County defines a "lobbyist," which is basically anyone, paid or not, who represents a company, group, etc. That includes people within the company, such as the president of a small business. So, even those that are not "third party bloodsuckers" normally need to register and pay the fees, etc.

Maybe then she should exclude bloodsuckers from her Amendment. I did say THIRD PARTY BLOODSUCKERS.

Maybe it should read:

TO PROVIDE THAT ANY PERSON -- besides third party bloodsuckers -- WHO APPEARS AS A LOBBYIST ON BEHALF OF A CERTIFIED SMALL BUSINESS ENTERPRISE OR COMMUNITY SMALL BUSINESS ENTERPRISE SHALL NOT BE REQUIRED TO PAY LOBBYIST REGISTRATION FEES;


Anyway, look at this:

The term "Lobbyist" specifically excludes the following persons: attorneys or other representatives retained or employed solely for the purpose of representing individuals, corporations or other entities during publicly noticed quasi-judicial proceedings where the law prohibits ex-parte communications; expert witnesses who provide only scientific, technical or other specialized information or testimony in public meetings; any person who only appears as a representative of a neighborhood association without compensation or reimbursement for the appearance, whether direct, indirect or contingent, to express support of or opposition to any item; any person who only appears as a representative of a not-for-profit community based organization for the purpose of requesting a grant without special compensation or reimbursement for the appearance; and employees of a principal whose normal scope of employment does not include lobbying activities.

Why are we getting rid of fees if we have a tight budget? It is not the right time to do this.

check it out - in the last broward co agenda they have an item doing the exact same thing AND their's includes ACLU lobbyists

It seems that like mosquitoes, the blood suckers from Miami Dade county have victims and swamps throughout the state. There is no mistake that they maintain offices for them next to the capital in Tallahassee year around.
