Carlos Alvarez has on the Agenda of the December 16th County Commission meeting, the appointment of Carter Hammer as Miami Dade County Finance Director (What happened to Rachel Baum? Saw in the Herald she retired). Previously Hammer worked at the same position for the Palm Beach County Clerk’s office (since 2007) where he supervised 150 employees and managed an investment portfolio of over $2 billion. He must not have liked it there, pretty short stint.
The Mayor also will appoint Shalley Jones Horn, Ph.D. as Director of the Office of Community and Economic Development. I wonder what she is making, the salary range was $147,879 – $262,351. Shalley has been the Florida Director of Community Development for about a year over at Fannie Mae, where she has worked since 1994. I wonder if she saw the trouble brewing and decided to find greener pastures.
These two get a Senior Management Employer-Funded Retirement and an Executive Benefit Package valued at $18,000 annually as well as generous fringe benefits. Someone please explain what exactly that is.

well. how about parking privileges, a executive health package and other things like that?
I can't imagine hiring someone from Fannie Mae. The person that had that job before took a retirement over a year ago... I guess she saw the writing on the wall too... she bailed out and sold her house to go to greener pastures.
