The decade census is the only report that actually attempts to count all people.Reports in between are either estimates, such as reported here, or projections for future populations, based on past trends. Estimates are based on new electrical hookups, school enrolement and a variety of other measures. Both the state and the county do estimates/projections. Historically, the state numbers tend to be lower for Miami-Dade and end up closer to the actual census count.
This report uses 2000 Census data, but slightly readjusted because there are several new municipalities there that did not exist in 2000, i.e., Miami Gardens, Palmetto Bay, Cutler Bay, Doral, and probably Miami Lakes. It still adds up to 2,253,362, the county's official year 2000 population. They can make fairly accurate adjustment because the municipal boundaries tend to be cleanly drawn cleanly along CDP boundaries or census tracts.

the miami dade website....they said they updated the 2000 numbers reflect new cities...this is as accurate as it is going to get.
