Doesn't this just reflect the strong last minute push in the black community to vote no on the strong mayor proposal? A lot of those precincts reflect the distribution of black voters in Miami-Dade county (Overtown, Liberty City, Brownsville, Carol City and Miami Gardens in the north, Richmond Heights, Perrine, Goulds, Florida City and Homestead in the South).
I had to make some deliveries to a job site in Carol City during the week leading up to the vote, and there were signs like this all over the place. If the commissioners had activated their respective political machines earlier, or if turnout had been lower, they might have even beaten the proposal, just like Seijas activated her machine (Hialeah senior centers, pastelitos, and buses) to crush the recall.
