Eddie Borrego's Response to Post About Bell. By Geniusofdespair

Thanks in advance for your request for response.

In fulfilling your request (I NEVER MADE ONE, MY EMAIL WAS FORWARDED, BUT I AM HAPPY TO HAVE THE INFORMATION EVEN THOUGH IT DOESN'T ADDRESS HOW THE DEVELOPER WAS PICKED), please allow me to provide you with the brief, yet thorough, response below:

The Board approves equal GOB affordable housing fund allocations and its associated contracts to all 13 commission districts by resolution. The funds may be awarded to grant recipients to fund affordable housing projects as required by the bond question approved by the voters. The projects must be maintained as an affordable housing project for at least 25 years. In addition to execution of a grant agreement between the county and the grantee, the owner/grantee is required to record a rental regulatory agreement, a covenant running with the land, requiring the owner to maintain affordable rents throughout the 25 year term. The transaction is subject to underwriting review and a favorable underwriting report.

The process used in this case is consistent with the process followed by the majority of the County Commissioners, most of which have already allocated their district specific funds. After many presentations/solicitations Commissioner Bell made the decision to proceed with this project specifically based on the lack of senior services and programing in Commission District 8 as compared to other districts, location of land as part of the county government services corridor (located next to the South Dade Cultural Arts Center, public transportation, South Dade Police/Fire Department, South Dade Branch Library, South Miami-Dade Government Center, Social Security Administration, SouthLand Mall, etc.) and maximization/best use of dollars for this type of project.

Dear Mr. Borrego:

Thank you for your response, but we do request additional information.

1. Please provide documentation regarding the "many presentations/solicitations" that Commissioner Bell reviewed prior to her the decision to move forward with this project.
2. Can you provide a copy of the public notification regarding requests for presentations or solicitations? Where was it posted and for how long?
3. Did Commissioner Bell request that this project be named after her mother or was this simply proposed by Mr. Atrio as an inducement for the Commissioner to find his project as the most worthy against the other bidders (style points)?
4. Where can we view the other presentations?
5. Do we understand you correctly that the only major string for the $10 million is that the property be used for a mere 25 years as the senior affordable housing, that after that time, I presume Mr. Atrio is unfettered with any obligation as to the $10 million plus and can do as he pleases, free and clear, with the building/property? I assume that the $10 million will pay for construction on a building with a projected minimum life expectancy of 40 to 50 years.
6. What happens to any surviving residents of the (temporarily) rent controlled facility once the 25 years has passed?

They only have to do a percentage of the units as affordable housing. What is the percentage. This is a real racket and I don't think Lynda Bell is the only one. I think this is the tip of the iceberg.

Lynda Bell is exposing her fellow commissioners and their corruptness. Just follow the money. The anon above asked some great questions and we should just follow the money. Right to the front door of the feds house. I just do not believe that Lynda Bell is the only one involved in this corruption of public money.

The Taxpayers should demand about a dozen forensic accountants working with about a dozen investigators of who/where OUR money is going at the hands of ALL Miami Dade Commissioners. This is just a small ant compared with so many other projects. Following the money isn't hard it's just purposely so layered it will take that many people to dig out the real beneficiary's of dragging projects on too long, language benefiting contractors, other special interests and the grants too. I believe there's so much corruption it's almost the normal to not expect clean deals in Dade at every level, including employees inside County Hall & their unions working for their benefit packages while the taxpayers have none if they even have a job!
